=== Phased distribution === Many countries have implemented phased distribution plans that prioritize those at highest risk of complications such as the elderly and those at high risk of exposure and transmission such as healthcare workers. In the United States, the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC) voted in December 2020, that the first doses of the vaccine should be prioritized for healthcare workers and residents and staff of nursing homes. ACIP recommended that the second phase of distribution (Phase 1b) include persons aged ≥75 years and non-healthcare frontline essential workers such as those employed in grocery stores, restaurants, military, law enforcement, fire departments, retail, sanitation, schools, public transportation, self-storage, hotels, warehousing, and news media. However, states control the final plans for prioritization, distribution, and logistics of vaccinating everyone as supply becomes available. The European Union began phased vaccine rollout on 27 December 2020. Each member state is managing distribution with a common focus on prioritizing healthcare workers, people at high risk of exposure, the elderly, and those with serious health conditions. The COVID‑19 vaccination programme in the United Kingdom prioritized elder care facility residents and carers, followed by healthcare workers and those over 80 years of age. Subsequent phases are based largely on age, declining from 75 years in 5-year increments.

=== GABAergic signaling === One mechanism through which BDNF appears to maintain elevated levels of neuronal excitation is through preventing GABAergic signaling activities. While glutamate is the brain's major excitatory neurotransmitter and phosphorylation normally activates receptors, GABA is the brain's primary inhibitory neurotransmitter and phosphorylation of GABAA receptors tend to reduce their activity. Blockading BDNF signaling with a tyrosine kinase inhibitor or a PKC inhibitor in wild type mice produced significant reductions in spontaneous action potential frequencies that were mediated by an increase in the amplitude of GABAergic inhibitory postsynaptic currents (IPSC). Similar effects could be obtained in BDNF knockout mice, but these effects were reversed by local application of BDNF. This suggests BDNF increases excitatory synaptic signaling partly through the post-synaptic suppression of GABAergic signaling by activating PKC through its association with TrkB. Once activated, PKC can reduce the amplitude of IPSCs through to GABAA receptor phosphorylation and inhibition. In support of this putative mechanism, activation of PKCε leads to phosphorylation of N-ethylmaleimide-sensitive factor (NSF) at serine 460 and threonine 461, increasing its ATPase activity which downregulates GABAA receptor surface expression and subsequently attenuates inhibitory currents.

By the eve of the Iraqi invasion, Kuwait had set production quotas to almost 1.9 million barrels per day (300,000 m3/d), which coincided with a sharp worldwide drop in the price of oil. By the summer of 1990, Kuwaiti overproduction had become a serious point of contention with Iraq. Some analysts have speculated that one of Saddam Hussein's main motivations in invading Kuwait was to punish the ruling al-Sabah family in Kuwait for not stopping its policy of overproduction, as well as his reasoning behind the destruction of said wells. It is also hypothesized that Iraq decided to destroy the oil fields to achieve a military advantage, believing the intense smoke plumes serving as smoke screens created by the burning oil wells would inhibit Coalition offensive airstrikes, foil allied precision guided weapons and spy satellites, and could screen Iraq's military movements. Furthermore, it is thought that Iraq's military leaders may have regarded the heat, smoke, and debris from hundreds of burning oil wells as presenting a formidable area denial obstacle to Coalition forces. The onset of the oil well destruction supports this military dimension to the sabotage of the wells; for example, during the early stage of the Coalition air campaign, the number of oil wells afire was relatively small but the number increased dramatically in late February with the arrival of the ground war.
A protein kinase is a kinase which selectively modifies other proteins by covalently adding phosphates to them (phosphorylation) as opposed to kinases which modify lipids, carbohydrates, or other molecules.
